The Constitutional Congress on February 5th, 1917, together with Venustiano Carranza at the head of the executive power, reformed the Constitution of 1857 implementing far-reaching innovations. Among other changes, they set the foundations for housing in the Articles 4th in correlation with Article 123rd Section XII, to support INFONAVIT with contributions from employers’.
